That Chad Ferrand, a candidate for Harahan City Councilman, in the October 5, 2002 election, may have violated Section 1505.1B of the Campaign Finance Disclosure Act (“CFDA”) (La. R.S. 18:1505.1B) by failing to file the campaign finance disclosure report required by the provisions of Section 1495.4B(5) of the CFDA (La. R.S. 18:1495.4B(5)) to be filed by October 28, 2002, and covering the reporting period of September 16 through October 16, 2002, and is therefore subject to civil penalties of $40 a day until the report is filed, not to exceed $1,000.
