Dear Mr. Thomas:

The Louisiana Board of Ethics, at its June 18, 2010 meeting, considered your request for an advisory opinion regarding whether you may campaign and/or raise money for an upcoming election prior to your qualification and while still employed as a Corporal for the Causeway Police Department through the Greater New Orleans Expressway Commission (GNOEC).

The Board concluded, and instructed me to advise you, that neither the Campaign Finance Disclosure Act nor the Code of Governmental Ethics prohibits a person from campaigning and/or raising funds prior to qualifying for an election. However, the issue of whether of not such campaign activities are permissible while you are employed by GNOEC is not under the jurisdiction of the Board.

This advisory opinion is based solely on the facts as set forth herein. Changes to the facts presented may result in a different application of the provisions of the Code of Ethics.
