Dear Ms. Stephens:
The Louisiana Board of Ethics, at its August 28-29, 1997 meeting, concluded a private investigation into the representations contained in a certificate of vote, a copy of which was forwarded under cover letter of May 20, 1997.
Following this private investigation, the Board, by a majority vote of its membership, at its August 28-29, 1997 meeting, ordered that a public hearing be conducted for the purpose of exploring the following:
That Sharon Stephens, a former employee of Southern University at New Orleans, may have violated Section 1111C(2)(d) of the Louisiana Code of Governmental Ethics (La. R.S. 42:1111C(2)(d)) by providing compensated services to Computer Applications, ETC. and/or CAE at a time when one or both of those companies had or were seeking a contractual, business or financial relationship with her agency and/or had substantial economic interests which she could affect by the performance of her duties as director of a subcontract on a grant awarded to Prairieview University.
That Sharon Stephens, a former employee of Southern University at New Orleans, may have violated Section 1111E of the Louisiana Code of Governmental Ethics (La. R.S. 42:1111E) by providing compensated assistance to Computer Applications, ETC. and/or CAE in transactions involving her agency.
That Sharon Stephens, a former employee of Southern University at New Orleans, may have violated Section 1112A and/or 1112B(2) and/or 1112B(3) of the Louisiana Code of Governmental Ethics (La. R.S. 42:1112A and/or 1112B(2) and/or 1112B(3)) by participating in transactions involving the purchase of computer equipment from Computer Applications, ETC. and/or CAE at a time when she was part owner and Chief Executive Officer of one or both of those companies.
The hearing will be held on January 15, 1998, at 9:00 a.m., in the Louisiana Retirement Systems Building Board Room, 8401 United Plaza, 4th Floor, Baton Rouge, Louisiana.
This public hearing will be conducted in accordance with the procedural requirements set forth in Section 1141D and 1143 of the Code, and in conformity with the Rules adopted by the Board, a copy of which is enclosed.
At the conclusion of this public hearing, the Board may impose the civil sanctions contained in Subpart C of the Code.
In order to fully cooperate with you in this matter, we will, upon request, provide you with copies of all documents we may introduce into evidence and the names and addresses of all witnesses we intend to call. If you desire the attendance of any witnesses, the Board can issue subpoenas for those witnesses. In order to have subpoenas issued you must, at least ten (10) days in advance of the hearing, supply the names and addresses of the persons to be subpoenaed and state the reasons that their testimony will be relevant and material.
