Dear Mr. Lee:

The Louisiana Board of Ethics, at its April 15, 2010 meeting, concluded a private investigation into the representations contained in a complaint filed with the Louisiana Board of Ethics. Following this private investigation, the Board, by a majority vote of its membership at its April 15, 2010 meeting, ordered that a public hearing be conducted for the purpose of exploring the following:

CHARGE I
That Walter Steven (“Steve”) Lee, a member of the St. John the Baptist Parish Council, may have violated Section 1112 of the Code of Governmental Ethics (LSA-R.S. 42:1101, et seq.), by participating in a transaction involving his governmental entity and United Health Care at a time when United Health Care and Steve Lee and/or a legal entity in which Steve Lee exercises control or owns an interest in excess of twenty-five percent, had an existing contract, when on April 25, 2006 Steve Lee, in his capacity as a member of the Insurance Subcommittee of the St. John the Baptist Parish Council, voted to recommend the United Health Care proposal to the St. John the Baptist Parish Council.
CHARGE II
That Steve Lee, a member of the St. John the Baptist Parish Council, may have violated Section 1112 of the Code of Governmental Ethics (LSA-R.S. 42:1101, et seq.), by participating in a transaction involving his governmental entity and United Health Care at a time when United Health Care and Steve Lee and/or a legal entity in which Steve Lee exercises control or owns an interest in excess of twenty-five percent, had an existing contract, when on April 25, 2006 Steve Lee, in his capacity as a St. John the Baptist Parish councilman, voted to approve a proposal submitted by United Health Care to provide insurance coverage for the employees of St. John the Baptist Parish.
CHARGE III

That Steve Lee, a member of the St. John the Baptist Parish Council, may have violated Section 1111C(2)(d) of the Code of Governmental Ethics (LSA-R.S. 42:1101, et seq.), by receiving compensation for services provided to United Health Care at a time when United Health Care has or is seeking to obtain a contractual relationship with the St. John the Baptist Parish Council.

You will be notified in future correspondence of the time when and location where the public hearing will be conducted as required by LSA-R.S. 1141E(1) of the Code of Governmental Ethics. You will be provided with such notice at least sixty (60) days prior to the date of the public hearing.
