Dear Mr. McNamara:
The Louisiana Board of Ethics, at its October 14, 2010 meeting, concluded a private investigation into information received by the Board of Ethics which indicated that your client, Parson & Sanderson, Inc. may have violated a provision of the Louisiana Code of Governmental Ethics (La. R.S. 42:1101 et seq.).
Following this private investigation the Board, by a majority vote of its membership, at the November 18, 2010 meeting, ordered that a public hearing be conducted for the purpose of exploring charges against your client, Parson & Sanderson, Inc. A copy of the charges are enclosed with this letter.
The public hearing will be conducted in accordance with the procedural requirements set forth in Section 1141E and 1143 of the Louisiana Code of Governmental Ethics, and in conformity with the Rules adopted by the Board, a copy of which is enclosed. At the conclusion of this public hearing, the Ethics Adjudicatory Board shall determine whether a violation has occurred and, if so, shall determine what the civil sanctions, contained in Part III, Subpart C of the Code, shall be imposed.
In order to fully cooperate with you in this matter, the designated trial attorney will, upon request, provide you with copies of all documents that may be introduced into evidence and the names and addresses of all witnesses that the designated trial attorney intends to call. If you desire the attendance of any witnesses, the Ethics Adjudicatory Board can issue subpoenas for those witnesses.

The Louisiana Board of Ethics ( “Board”), acting pursuant to La. R.S. 42:1141C and a majority vote of its members at its meeting on the 18th day of November, 2010, files the following charges against Parson & Sanderson, Inc., Respondent:
Parson & Sanderson, Inc., violated La. R.S. 42:1117 when, in 2009, it provided a thing of economic value, a check valued at $5,000, to Mr. William Hubbard, at a time when Mr. Hubbard served as the President of St. John the Baptist Parish, and Mr. Hubbard was prohibited from receiving a thing of economic value from Parson & Sanderson, Inc., by La. R.S. 42:1115.
In accordance with La. R.S. 42:1141C(3)(b)(iv) the Board designates Michael Dupree as the Board’s trial attorney in this matter.
WHEREFORE, the Louisiana Board of Ethics requests that the Ethics Adjudicatory Board (a) conduct a hearing on the foregoing charges; (b) determine that Parson & Sanderson, Inc., has violated La. R.S. 42:1117 with respect to each of the foregoing counts; and (c) assess an appropriate penalty in accordance with the recommendation of the Louisiana Board of Ethics to be submitted at the hearing.
