Dear Mr. Callais:
The Louisiana Board of Ethics, at its May 20, 2010 meeting, concluded a private investigation into information received by the Board of Ethics which indicated that you may have violated a provision of the Campaign Finance Disclosure Act (La. R.S. 18:1483 et. seq.).
Following this private investigation the Board, by a majority vote of its membership, at the October 14, 2010 meeting, ordered that a public hearing be conducted for the purpose of exploring charges against you. A copy of the charges are enclosed with this letter.
The public hearing will be conducted in accordance with the procedural requirements set forth in Section 1141E and 1143 of the Louisiana Code of Governmental Ethics, and in conformity with the Rules adopted by the Board, a copy of which is enclosed. At the conclusion of this public hearing, the Ethics Adjudicatory Board shall determine whether a violation has occurred and, if so, shall determine what the civil sanctions, contained in Part III, Subpart C of the Code, shall be imposed.
In order to fully cooperate with you in this matter, the designated trial attorney will, upon request, provide you with copies of all documents that may be introduced into evidence and the names and addresses of all witnesses that the designated trial attorney intends to call. If you desire the attendance of any witnesses, the Ethics Adjudicatory Board can issue subpoenas for those witnesses.

The Louisiana Board of Ethics, acting pursuant to R.S. 42:1141C and a majority vote of its members at its meeting on the 14th day of October, 2010, files the following charge against Brent Callais, respondent:
Brent Callais, a candidate for Senate 20th District in the August 1, 2009 election, violated Section 1505.1C of the Campaign Finance Disclosure Act (La. R.S.18:1481 et seq.) by filing inaccurate campaign finance disclosure reports when he failed to include expenditures and/or in-kind contributions received from Bayou Signs Outdoors, L.L.C.
In accordance with R.S.42:1141C(3)(b)(iv) the Board designates Alesia M. Ardoin as the Board’s trial attorney in this matter.
WHEREFORE, the Louisiana Board of Ethics requests that the Ethics Adjudicatory Board (a) conduct a hearing on the foregoing charges;(b) determine that Brent Callais has violated R. S. 18:105.1 with respect to the foregoing count; and (c) assess an appropriate penalty in accordance with the recommendation of the Louisiana Board of Ethics to be submitted at the hearing.
