Dear Mr. King:

The Louisiana Board of Ethics, during the course of its July 31, 1997 meeting, considered your request for an advisory opinion regarding your lobbying reporting requirements for the annual “Mayors’ Day at the Legislature” held by the Louisiana Municipal Association (“LMA”), of which you are Executive Director.

The Board concluded, and instructed me to inform you, that based on your involvement in the event as Executive Director of the LMA along with the nature of the event, you are required to report all expenditures made on attending legislators, even if paid by the LMA. I remind you that you may also need to include the information on Schedule B of your Lobbying Expenditure Report as it appears to be a social function to which you state that the entire legislature is invited. However, an “expenditure” only includes expenses incurred for attending legislators.
